When the rocket is in motion, the "Deploy" button for the rover module is disabled. When you stop the rocket, it is not immediately enabled, you need to deselect and re-select the rocket first.
Steps to Reproduce
Have a rocket with the rover module drive next to a planetoid and then stop it.
