"Copy Settings" not available on certain buildings

I don't know if this is a bug or intended as I couldn't find anything on this but:

Some buildings don't have the "Copy Settings" option available.
Below are buildings with associated errands / setting available without the option.
I am trying to stay objective and don't judge if the priority list is relevant or not.
