Can't set priority on Locker Rummage errand

Just like the title says - clicking the Rummage button creates an "Empty Storage" errand, but we can't set its priority.

Steps to Reproduce

1. Find a locker.

2. Click the "Rummage" button. Priority buttons should appear, but they don't.
