I had a door being built, then realize the duplicant building it is garbage, and then realize how many duplicants that are terrible at building, so I prioritized those duplicants and the building duplicant to disallowed priority, then they stopped.
The door kept saying "Under Construction." This didn't do anything bad, I'm just reporting every bug that I encounter, hoping it helps.

Steps to Reproduce
Make a construction errand. Wait for a duplicant to begin building it. Then set that duplicant's construction priority to disallowed.
