Build orders inheriting heat from other tiles incorrectly

This has actually been a thing before Spaced Out! DLC was released, I guess no one ever reported it or tried to fix it.

In this screen shot, you'll see an insulated tile, with a very toasty hot abyssalite tile above it.  If you attempt to build anything in the insulated tile that would be melted by the temperature of the abyssalite above it, it just never gets built, as soon as they deliver the materials, it melts.  In this case, I was attempting to build some wires in that insulated tile.  Note:  The insulated tile is like 40C or there abouts.

This also affects liquid tiles above an insulated tile, like if you're trying to build rails in insulated tiles beneath a magma storage room, the rails will insta-melt and become liquid metal contaminating your magma storage.000074.png


Steps to Reproduce

Build insulated tiles bordering hot tiles, like in my screen shot.  Then attempt to build anything within those tiles (rails, automation wires, power wires, etc) that would normally be melted by the hot tiles next to the insulated tile.  As soon as materials are delivered, they will be melted.

Just wanted to add, I've only ever seen this effect when the hot tile is directly above the insulated tile.  I have not noticed (or tested) the effect in other orientations (like hot tile to the left or right, or below.)
