Bottle Emptier does not always obey sweep-only flag

Description: In the main colony "Yuckibo", there is a Bottle Emptier (red rectangle in attached image) that feeds a pool of Water and pWater. This Bottle Emptier is set to only dump pWater with Sweep-Only set to true.

Bug: Dumps will decide to dump pWater that are not marked for sweep eventually (e.g. the pWater in orange rectangle in attached image).

Steps to Reproduce

1. Load up the attached save

2. Turn on the Germs Overlay

3. Unpause

Result: Eventually, you will see one of the pWater in the farms or the restrooms picked up and fed to Bottle Emptier. After that happens, the entire pool of pWater under the Bottle Emptier would start getting Food Poisoning germs.

I've noticed this happening too. It occurs when the dupe doing the delivery is interrupted by the end of the work slot in their schedule or a desperate need to piss/eat. Really annoying when you're trying to sweep a lot of single drops to make complex liquid locks.
