Automation not triggering unless sensor is focused after game load

After loading the game some sensors won't trigger even if the requirements for sending a green signal are met. These sensors will remain in that state and have to receive focus prior to being able to trigger.

This will occur periodically on saves and will carry through subsequent saves. Not all sensors are affected, for me it has only ever happened on 3 different thermo sensors. Each time it happened, only a single sensor was affected.

This bug also happens on the live branch.

Steps to Reproduce

Reproduction:

  1. Load save
  2. Unpause
  3. Note the temperature sensor not triggering despite the requirements being met

Control:

  1. Load save
  2. Unpause
  3. Select the sensor
  4. Note the sensor triggering as soon as it receives focus

I should probably specify that this bug potentially breaks a sensor each time you make a save. The sensor won't ever trigger again until it is selected. This is not just limited to a period of time immediately after loading a save.
