The new beta branch added a Biodiesel Engine (parallel to Petroleum Engine), but there isn't a Small Biodiesel Engine. There should be a more flexible small biodiesel option unlocked in the Hydrocarbon Propulsion technology.
To unlock the biodiesel now you need 300 tier 3/4 research points. Small Petroleum takes only 30.
