New snow tiles can be built over preexisting snow tiles. When built, the primary element is "packed snow", but when placed, the primary element is "snow", so it has the same effect as building granite tiles over sandstone tiles (for example), despite the resulting tile being the same.
Steps to Reproduce
Build snow tiles, then place new snow tiles on them.
