Rubber Boots tool tip in research screen indicates that it is a crafting station pattern but it is actually Textile Loom.

Also, the swimsuit is locked behind radiation research, but shouldn't it be easier to get than an atmo suit?

Go to the research screen and hover over the rubber boots.
