Large critters now start drowning in situations where they did not before

This Gassy Moo is now drowning, which was not the case in the Live Branch. I've noticed weirdness with other large critters too (e.g.Rhexes who temporarily drown when adjacent to a liquid lock and then enqueued to groom)

Steps to Reproduce

1. For this particular case, milk a moo near non-navigable liquids
