I have 3 hydroponic tiles planted with Tower Kelp. They fill to a max of 5kg of polluted water but have a warning saying "Insufficient Resources, Polluted Water: 10kg".
I have tried a save/load and restarting the game.
The kelp itself seems to be happy and growing fine.
Steps to Reproduce
Build hydroponic tiles and plant Tower Kelp. Supply polluted water/dirt.
