Fishes stuck at the surface

Fixed for Kerpoles, the blowter is a different more complicated bug.

Just in case it's a different bug, because although I enabled "Show Navigation" I can't see the straight line as in the screenshot above.

The Kelpole just tries to actively swim to the right side, but is labled "Idle". Actually, observing it the Kelpole is just stuck in "Idle". So it probably is currently stuck under air tiles. So it's the same behavior as described above.

Kerpoles dreamed they could fly (config issue) so they would never abandon the surface once they got there (unless they moved horizontally to a tile that had a solid block above it).
