Digging Back Wall does not work under items under construction

So because you added the backwall as a diggable thing the old flow for constructing over natural tiles logic need an upgrade in order to handle the new layer. It should allow the digging of the backwall while the construction occurs on the "front" level

Steps to Reproduce

Steps:

  • Have only a backwall section  without normal natural tiles.
  • Order some building over it, in my case power cables.
  • Select the digging tool and check the option to dig the backwall
  • Try digging the back wall under the construction


Expected: The back wall is selected for a dig errand
Actual: The back wall is not being selected for digging.
