Water reverting to bottled or otherwise available water when pitcher is submerged in chlorine

water is below chlorine, inside a sealed tank with access via ladder, about 75% water, 27% chlorine and 3% is carbon, if taking note of the monitored resources tab, you can see that the water total will change, in my case i noticed it go from .5 of 1kg, to approximately 8 tonne whenever the water pitcher was used, this was noticed as the advanced computer was needing a water delivery, of which i have plenty, but reads as 'unavailable' at times due to the tracked water reading at .5kgs.
