If you empty a bottle of visco gel in a location where there's a vacuum, it does not flow properly up, and instead flows to the sides.
Even dumping massive amounts of visco gel in a single tile, if there is an atmosphere around it, it never flows to the sides.

Steps to Reproduce
This can be replicated by using a bottle emptier to empty a 200kg bottle of visco gel, or by using a liquid pump with a vent, while filling in a vacuum.
It is easily replicable in sandbox by brushing visco gel on a tile in a vacuum.
