VC++ 2015 64 bit runtime Error

Upon starting a new game for the first time, this error appeared. I have repaired, as well as uninstalled and reinstalled the VC++2015 bit runtime program. I have also restarted the computer after all of this to no effect.

Steps to Reproduce
As soon as I click on "New Game," the error appears.

Exactly the same problem on my laptop running windows 8.1 (DxDiag attached), but on my windows 10 PC runs smoothly.

I'm starting to think that its a windows 8.1 issue.

Ah, well for some odd reason my girlfriend's laptop refuses to update to Windows 10; it would try to install it for a few hours and then spend 10 hours reverting back to Windows 8.1. My PC just says it is not supported on my platform for some reason and maybe I'll have to look into that next.. It is older and runs Windows 7, but I assumed it hit the minimum specs.
