Thermo Regulator Flooded

Hi.
I designed a system to cool my base.
I use some Thermo Regulator enclosed in a small space and drop some polluted water to cool them. Then I pump the heated water and dispose of it.

The system was working fine for 300 cycles. But after loading my game, Thermo Regulators were in the "flooded" state.
I had to reduce the amount of polluted water from 500kg per tile to 10kg. Even then they still were marked as flooded.
I had to reload again to make them work.

Maybe a bug. I don't think I am supposed to even be able use thermo regulator with water on the floor tile.
