The meter does not return even after emptying the outhouse.
Therefore, it can only be used once after being emptied.

Steps to Reproduce

Start the game, build and empty the outpost.

I'm seeing this for the first time (in recent memory) with the Bionic DLC.  The outhouse is cleaned and restocked and operational with 15 visits remaining, but the meter does not reset.  It seems to be a visual glitch only.
