Building tiles into water or gas removes the water or gas right now,that means the gas or water disappear without any consume.
I think It may be that If you remove a big block of dirt, that space will be empty (vacuum) until filled with something else. Reverse with placing blocks - the gas/liquid that occupied that space got pushed into a nearby block.
