Tl;dr - If the game loads during a meteor shower, the space scanner is going through an animation that should only be triggered during the start of the meteor shower. During those few seconds, a red signal is emitted - even during the shower.
Mitigation
- Add a 10 second buffer gate after the space scanner

Image #2 - First image after load (automation)
Image #3 - t+1s - Space scanner animation
Image #4 - t+5s - Animation finished
And my automation is broken

- Place space scanners anywhere in the map
- Load the game during the meteor shower
- Look at the space scanner animation & automation signal during the automation
A developer has marked this issue as fixed. This means that the issue has been addressed in the current development build and will likely be in the next update.
