Smart Storage Bin not sending green signal despite being at max capacity

It is full, and constantly powered, but it will not send a green signal. Room is over 1800g, so oxylite is not emitting.

No errands, because dupes consider it to be full. this issue is problematic for spacecrafts.

Steps to Reproduce

1. make a smart storage bin.

2. fill it with oxylite in a room that is pressurized enough for oxylite to never emit oxygen.

3. it wont send a signal
