Screen scrolls to the right when starting a game (unplayable)

I'm playing on a Microsoft Surface Book with the Nvidia GPU. I have an external mouse plugged in and the trackpad disabled. When I start the game, the characters appear and the popup introduction message appears. When I click the 'begin' button, the screen scrolls to the far right into pitch blackness. The camera keys (WASD) do not work. It's pegged to scrolling right. The mouse functions normally. I can interact with the UI just fine. I'm guessing this is a edge scrolling issue, though why it's stuck when the mouse is clearly not on the edge is a mystery.

Simple solution: Add an option to turn off edge scrolling. It needs to be there anyhow :)

The problem is in the key bindings. Start a new game and pause after 'begin'. Open the controls option and change WASD to ESDF like any sane person would. Now watch the screen scroll. Resetting to the default keys only fixes it if you exit the game and restart.
