Rockets release way more steam than used to launch them

When using a Steam Engine for a rocket, it releases way more steam than you feed into the engine when launching and landing.

When using a Hydrogen Engine and launching with the miminum amount of fuel for a 10,000km space mission, the amount of steam produced becomes absolutely insane relative to the amount of hydrogen/oxygen consumed. You can then feed that steam into a Steam Turbine and turn it into water. In my tests, the steam being made was more than enough to produce 10 times the amount of hydrogen used, and so 100 times the amount of oxygen used.

My suggestion is to reduce drastically the amount of steam released by a rocket, or/and to scale it with the amount of fuel being used.

Steps to Reproduce
Prepare a rocket with either Steam Engine or Hydrogen Engine. Launch it for a 10,000km mission with the minimal amount of fuel required. Land it aswell. Contain the steam released as much as possible by locking up the access to space whenever possible.
