Rocket Oxidizer Fuel Limits not apply after load game (with workarounds)

steps 1 (trouble):

1. load game

2. unpause and wait 1-3 sec

3. select oxidizer tank on middle rocket, select fuel tank on middle rocket

expect: indicators is full, and nothing drop from rocket.

real: tanks drop their contents

1. load game

2. select oxidizer tank on middle rocket, select fuel tank on middle rocket.

3. unpause and wait 1-3 sec

4. select oxidizer tank on middle rocket, select fuel tank on middle rocket.

expect: indicators is full, and nothing drop from rocket.

real: indicators is empty, and nothing drop from rocket.

expect: indicator of middle rocket fill faster
