In Rime, the Tundra biome has a high chance of not spawning if any DLC biomes are mixed in, from either Frosty Planet Pack and Prehistoric Planet Pack or both. Even adding a single DLC biome out of six with Likely frequency can cause it not to spawn.
However there is a small chance that it does spawn - testing 10 times with a mix of DLC biomes with Likely frequency, the Tundra biome was spawned only 2 out of 10 times, though the DLC biomes chosen were spawned every time.
The Tundra biome gives easy access to Wheezewort and Wolframite, so mixing in a DLC biome could cause these resources to be missed without using the teleporter or space travel.

The Tundra biome is absent, while all DLC biomes except the Nectar biome (I did not enable it) are present.
Testing by repeatedly generating new maps of Rime with a mix of DLC biomes can quickly give a sample. The biomes present on Rime can be immediately checked from the start of the game by checking Oversee Planetoid in the Starmap.
