I think what it is if you set a relocate task on one cycle and it doesn't get done and a cycle passes, Duplicants "forget" about it and you have to cancel relocate and re-set it. It doesn't show up on any Duplicants' errand list even if you set it to priority 9, not even if you have a Duplicant set specifically for tidying, supplying, storing and building in terms of personal priorities.
Steps to Reproduce
Set relocate an item, make it so they don't do it, wait for a cycle to pass and they should never do it.
