[Regression] Megafrond Chlorine consumption drops to 25% after Save/Load (Planter Box)

I have identified a regression bug regarding the **megafrond** (巨蕨) when grown in a **Planter Box**. The consumption rate behaves inconsistently: 1. **Initial Planting:** When first planted, the Chlorine consumption rate is **normal**. 2. **After Save/Load:** Upon saving and reloading the game, the Chlorine consumption drops to only **1/4 (25%)** of the intended amount, while the growth speed remains at **100%**. This issue was previously reported and supposedly fixed about six months ago, but it has reappeared in the current build.

Steps to Reproduce

1. Build a **Planter Box** and plant a **megafrond** seed in a Chlorine environment. 2. Check the "Properties" tab; notice the Chlorine consumption is correct (Normal). 3. **Save the game and reload that save.** 4. Check the "Properties" tab again; the Chlorine consumption has now dropped to 25% of the original value, but the growth timer is still normal. **Expected Result:** The consumption rate should remain consistent and correct (100%) before and after loading a save file. **Actual Result:** The consumption rate is bugged and reduced by 75% specifically after a Save/Load cycle.
