Radbolts no longer destroy natural tiles

Possibly as designed, but filing a report for book keeping. November QoL update has broken somewhat beloved behavior where radbolts used to be able to destroy natural tiles, which was useful for removing neutronium.

This was likely a side effect from sim changes that made gases delete less readily. In this case, nuclear fallout now correctly emit if there's an available, adjacent cell to spawn in  (rather than the previous behavior where it would readily give up and trigger deletion), so I think it's reasonable to mark the current behavior as intentional
