Pump continues to run and consume power even when there is not enough water left to pump

When water levels get very low, a pump may continue to attempt to pump what is left of the water but can't actually gather the last little bit. It will continue to run in an attempt to gather the last bit of water and still consume power even though nothing is being pumped. If the tiny bit of water left over gets mopped up, the pump will stop and report no water.
