If a Puft sucks in contaminated oxygen and can't get enough for it to fill it, it will create black holes for contaminated oxygen. It's sucking up all contaminated oxygen on his old position until it can get to another tile with enough conaminated oxygen to start sucking in again. When it finally get enough contaminated oxygen the black holes will disapear. If the game is saved in the "black hole" state all the sucked up contaminated oxygen is lost after reload.
The Puft created a black hole on the bottom of its shaft, it will suck up all the contaminated oxygen in the room because it can't get to a tile to start sucking in again.
