Printing Pod recharging w/o offering a new Dup

I was on day 6 and was waiting for the Pod to be ready. It got within 0.5 and then just recharged back up to 3.0. I was never offered a new Dup. So I reloaded day 6 and it happened again. I tried going back to day 5 and I still get the bug. I got my first new Dup on day 3 but for some reason not my 2nd. I'm just gonna cross my fingers and keep playing. hopefully come day 9 it works.

Steps to Reproduce
I have no idea what I did to cause this...could it have been because i put a Gas Permeable Tile below it?

SUCCESS!!! It was the Gas Permeable Tile! I have 20 of them queued to go in at the dawn of day 6 and when I'd go back to day 5 i kept reputing them all in. So I canceled the build for the one below it and the Pod worked. 

 

So I don't know if placing a new block bugs it out permanently or not, but I feel like it probably would.
