I'm using multiple setups like the one on the screenshot. This sometimes happens when I load a save, it's not always in the same place, but it's always only the leftmost power switch - the only one that prevents signals in that network from changing when that happens.
I have multiple mods installed, although none of them are related to automation, smart batteries or power shutoffs.
Steps to Reproduce
1. Build the same setup as on the screenshot, with power wires going generators > shutoffs > batteries > consumers, with sufficient generators and consumers so that the automation updates frequently.
2. Try loading, letting it run for a few ticks, saving and reloading, eventually the bug should appear.
