Polluted water is repeatedly infected with food poisoning

My polluted water source is repeatedly infected with food poisoning, I've spent over 100 cycles trying to get it under control. My last game I never had this issue, even with a polluted water vent with food poisoning germs.

I've drained my main water supply 3 times, beefed up and re-configured my chlorine room several times, the food poisoning stops for a few cycles after i empty the my storage and start refilling it again, till the food poisoning rears it ugly face yet again.

Does some liquid stay in pipes? Pipes are not affected by chlorine, so germs in that exact blob will survive

Originally I had a germ sensor to recirculate any blobs with germs, unfortunately when germs were passing it was only detecting every second blob and letting germs through. I know this because the liquid storage still showed a low amount of germs for several seconds. My idea was to over kill the chlorine room with no chance of germs surviving but that hasn't been working out either.

You should deconstruct output pipes so no liquid will be at pipes at all. That will work for sure. 

Or use other ways like radiation or temperature
