Pitcher Pump broken, doesn't generate water bottles

Game version is AT-243285. My savegame is from a previous version and that might be related. I attached my savegame here, the bug can be observed when loading it. I already rebuild the pump but it still doesn't work. I started a fresh game and there the pump works there, the Duplicants get water bottles out of them, also works when reloading that game. So it either breaks late in the game or due to loading a savegame from an older game version or due to some weird stuff with my base. I didn't find this bug in the known issues list.
The new version added some new research tasks (like refined metal) so I build the two research stations again and they really need that water for the research I need, so the bug is quite game breaking and I can't play that savegame anymore .
I recorded a video: As you can see the dupes are using the pump several times and there's a filled bottle in the animation but it doesn't "drop" and they also don't seem to carry it. There's a ton of water there and it worked in one of the previous game versions (no idea with which version the bug was exactly introduced but the exosuits and rooms were already present).

Also single Duplicants sometimes "freeze" or walk/fall/climb on the place without really moving for several seconds. Some late game AI issue it seems. Can be seen in my video as well.
Also the game runs really laggy so late in the game as you can see. 30 Duplicants don't sound like that much, maybe my base is build badly.
