Oil well don't exchange heat with conduction panels

Steps to Reproduce

1) Build two oil wells in a vacuum chamber
2) Hook one of them up to energy grid and send some water into it
3) Build a conduction panel behind them

Fun fact: Oil wells use the AttachableBuilding object layer, which is excluded from GetAll_InContact_Buildings but still works through OnAnyBuildingChanged.

What this means is that placing the conduction panel first works for making these special buildings to exchange heat, but only until the next game load.

True, this seems to be the case. I really hope it will get fixed, as otherwise quite a few fun oil well related builds are impossible to achieve
