no errands for 'Move debris to storage' on Top Priority(0), when set on 9 they do

When I tell my duplicants to "Move debris into storage" on Top Priority(0), they won't do it, neighter are there any planned errands.

But when I lower the Priority to 9, they do pick it up.
 

Steps to Reproduce

Select the debris you want to move for sweeping. Set it on Top Priority(0/!!).

ok, 0==!!

So, what I do, for Top Priority (!!) for "Move debris into storage", I also put the storage in Top Priority (!!), after, dup run ... run ...
