New blueprint drop rate clarification

Before U53, you could get all 3 blueprints in about 2 hours of gameplay. Although the maximum number of blueprints you can redeem have increased, it seems to take a lot longer now (reports of up to 12 hours to redeem all 6 blueprints) Is the new cadence intended? Was the previous implementation a bug? It would be appreciated if you guys can share what the expected cadence should be

The prior upper limit for getting all three blueprints was 6 hours, not 2, although it frequently gave you three before hitting the 6 hour mark.

 

It does seem like the timer for the second group of three doesn't start until you hit the 6 hour mark, and then seems to go to the 12 hour mark, but I'd love clarification there, too.

Blueprints reset at 16:40. During those weeks, you can see it took less than 2 hours to claim all 3 blueprints. Although 6 hours is certainly an upper limit, the average was about 2 hours.
