This is displayed when disabling a mod:
These mods were previously active however. If the preceeding "NOT" was removed, these reports would be accurate.
Also, the checkbox tooltips for enabling mods seem to be reversed as well. They displayed "Enabled" when unchecked, and "Disabled" when checked.
