Mod Bugs

Hello guys, I unfortunally keeps getting this bug, and now im looking for some sort of answers in here...

Problem is that I have a long playthrough and ive been playing with mods about 20 ish of them...

Now when I open the game the mods and not crossed off, so they aint on.

When i click them on the game says it will restart, and it does.

When it opens again, the mods is still off??? and when i open the game without mods, everything is bugged... 

Is there any way to fix this ??
