Okay if you mine sand or snow out right meaning where it lies it take very little time at all no matter what your dig skill is.
But if you are mining some other material that is holding up the sand or snow and it falls into that mined blocks space each block of snow or sand seems to be not sand or snow but rather another block of what you mined that was holding it/them up. In other words if I mine granite that is holding up snow/sand than the snow/sand falls into the space where the granite was the game treats the snow/sand as if it was another piece of granite so each piece of snow sand falling into that spot takes just as long to mine as the granite did..
Steps to Reproduce
Oh god its is like telling you the same thing twice and I am not that fast at typing Okay SOOOOO Mine a rather hard block that is at ground level and that is holding up sand/snow above it the snow/sand will fall into the space where that block was and take just as long to mine as the hard block. Ok now mine a tile of snow/sand that has not fallen and see the difference in time it takes to mine.
