Liquid reservoir building (under Base tab) requires at least one input pipe to be able to output contents stored.
Steps to Reproduce
Build liquid reservoir. Store liquid by pumping liquids in. Destroy all input pipes. Build output pipes into a building (e.g. petrolium into polymer press). Liquid does not leave reservoir until at least a single input pipe is built.
