The first time i saw such a .. i hope its a Bug, as you see in the picture, the game tells me that CO2 goes liquid at -48,1°C; but there are 2 tiles of liquid CO2 at 22,6°C (+/-) that come from above (the algae deoxydizer)

Edit - after reloading the Map, the CO2 is gone ... at least its not in the water anymore, sorry for the quick shot 
Steps to Reproduce
I build an Algae-Deoxydizer on an airflow-tile, befor that, this was an CO2-pit, and after an while, the CO2-gas come through the Airflow-Tile and sink down as liquid.
