When you select a light source and hover over plant life it gives the plants the light needed to grow as if you'd already built the source even though you've not yet placed the light source.
Steps to Reproduce
Select a light, hover over plants growing that do not yet have a light source. The not yet placed light source will fulfill their light need and they will begin to grow.
