Insulated tiles under Steam Turbine doesn't work

So i have steam turbine room above aquatuner room. This system is for cooling down metal refinery liquid. At some point i turned off steam turbines, because they were heating too much, but temperature was rising no matter what. I found out that ceramic insulated tiles as well as insulated tiles made out of any other material were heating like its nothing and they were transfering that heat into turbines - my bug is that insulated tiles doesn't insulate when under steam turbine. With this bug even insulated tiles made out of insulation were heating up slightly. I want to underline that bug occured 2 times in 2 buildings, both on the edge of the map. I play with dlc on classic size map. Solution is to completely destroy tiles and build it another time but with steam turbines in the air.
