Even some of the "fan" cells of turbine are blocked by tiles or other elements(like hydrogen or any non steam gas which will never be absorded by turbine),the fan may work as well,and absorb steam much slower than supposed.
For example,block 4 of the fans,and the turbine may absorb only 20% amount of steam of normal situation,while generating power in normal rate.
If the non steam element cell under the fan is hot enough,the turbine may ignore the temperature of steam it absorbed.This makes it be able to absorb cold steam,and keep working infinitely with no heat consumed.A so called "perpetual motion machine trick" emerged.
Maybe the detection of turbines' working condition should be more strict and comprehensive.
