## Current behavior
If the water in a hot tub reaches < 37.7C while the hot tub is not 100% filled, it doesn't eject the too-cold water. See "steps to reproduce" to understand the problem.
## Why it's problematic
I have a Liquid Meter Valve that supplies the hot tub with 100kg 40C water 1 hour before the downtime. The plan is for the water to cool down after the downtime, and be ejected. This prevents heat exchange of water with the pipes. However, with this issue, sometimes the hot tub would not empty completely, leaving some water in the pipes. And the water would cool down, interrupting each hot tub session.
## Recommended behavior
The hot tub should eject water < 37.7C regardless of if it's full or not.

1. Fill the hot tub with 40C water. It says "normal"
2. Wait until the water reaches 37.6C. It says "Water too cold" and starts to eject water.
3. With some probability, ejecting some water will make the remaining water in the hot tub reach 37.7C again. It stops ejecting water. Water level is e.g. 70%
4. Soon the remaining water will cool down. But the hot tub never ejects it, even at 35C.
