Gas Pipes not transfering thermal energy to/from gas in pipe correctly when pipe is in liquid

If you create something similar to this https://youtu.be/SO7zSASVALg?t=802 it will not cool water, even over 10+ cycles by a even 0.1 degree C.


Steps to Reproduce
Create a setup as shown in the above video, with 3 thermal regulators in sequence , and you will see the following, you will get very cold hydrogen ~-70C, you will pump that through pipes into water, the pipes in the water will become the same temp as the water, as the gas flows through the pipes it will gain heat, pipes & water will stay the same temp, so heat goes into the gas, but somehow the water stays the same temp.
