The game is not showing as being closed when exiting the game via the Exit menu.
Steps to Reproduce
Exiting the game via the menu results in Steam showing the game as Running, while no Windows process is still running in Task Manager for Oxygen Not Included. Closing the Steam client and reopening Steam allows for the Steam client to recognize that the game is fully closed. If attempting to relaunch the game before reopening Steam, the Steam client will say that the app is still running. This is occurring for me in development build LU-347269.
