Mod Related.

the latest hotfix seems to have changed how/when frosty planet content is activated for a savegame, leading it to being disabled on this ceres custom cluster.
 

go to your pause menu, activate the frosty planet pack for the savegame, that will fix this.

and I got another round of writing a FP fix for cgm..
